Billie Collins is a deeply committed servant leader that brings more than two decades of senior executive experience and a lifelong passion for protecting and empowering vulnerable populations. At HomeAid, she channels this mission into action, driving high-impact construction and capital development projects from initial planning stages to final completion.
Before joining HomeAid North Texas, Billie built a distinguished 17-year career of service at Juliette Fowler Communities, a historic, faith-based non-profit organization focused on affordable and senior housing. Rising through the ranks to serve as Chief Housing Officer and ultimately Chief Operating Officer, she oversaw all facets of multi-million-dollar operations, including affordable housing, dining, facilities, and resident transportation. Her operational expertise was paired with hands-on project management, notably spearheading the development, design, and construction of a $20 million, 144-unit Low-Income Housing Tax Credit building, alongside a $2 million community kitchen renovation.
Driven by her servant leadership philosophy, Billie pioneered the first Service-Enriched Housing program in the State of Texas and substantially expanding affordable residential offerings. Her capacity to act as a trusted thought partner to the C-suite and boards of directors allowed her to secure crucial grant funding to build a 36-unit Low Income HUD PRAC Housing Project.
An active and highly respected voice in policy and community advancement, Billie has dedicated years to systemic advocacy. She served extensively on the Board of Directors for LeadingAge Texas and lent her expertise as the Past Chair of both the Senior Housing Committee and the Senior Living Improvement Committee. Her unwavering dedication to community care has been recognized with multiple prestigious honors, including the Social Responsibility Award and the Excellence in Advocacy Award, as well as being named a Leadership Institute Fellow.
Billie earned her degree from Texas A&M University. Deeply rooted in her local community, she is family-oriented and celebrates life in Texas alongside her husband, Patrick, and their five adult children.
